OTTAWA — Carolyn Daigle walked into the YMCA in February, knowing a new home awaited her on the eighth floor. It was a single unit on a floor with 20 other women who, like her, would be homeless if not for the new TRY program paid for largely by the city’s homeless and housing strategy.
As she rode the elevator to her floor, she cried.
